Under Vietnamese regulations, foreigners transiting by air are exempt from visas and must stay in the transit area of the international airport while waiting for their next flight. If you have to go through immigration - for example to re-check bags or take a domestic flight - you need a visa (or visa exemption) before departure; see the holiday section.
